Improving Approaches to Evaluating the Effectiveness of Infrastructural Support for Socially Oriented Non-Profit Organizations at the Regional Level

This article addresses the challenge of evaluating infrastructural support for socially oriented non-profits (SONPOs) at the regional level. The study finds that prevailing administrative practices overlook the specific role of key support entities – resource centers (RCs) – by employing formalistic and irrelevant metrics. A dual-level framework is proposed, assessing both RC performance and the effectiveness of regional support policies. The paper develops specific metrics to measure financial impact, most notably a return-on-investment (ROI) model that incorporates a novel method for contribution attribution, alongside an indicator for funding priorities. The study also substantiates the need to analyze non-financial outcomes, such as the impact on SONPO organizational development and public accountability. As a practical tool, a step-by-step algorithm for establishing a regional evaluation system is presented. This research contributes to public administration by offering authorities a framework for creating transparent and strategically-oriented evaluation systems, fostering a more sustainable non-profit sector.
