Cultural identity development as a priority goal of government policies in education

Introduction: the author analyses the concept of political and cultural identity, its substantive aspects, rationalize cultural identity development as a priority goal of government policies including education, studies new state policy standards concerning education presented in the official documents, as well as challenges in the educational process of educational institutions of higher education, including the educational activities of universities of the Ministry of Internal Affairs of Russia. Materials and Methods: the author analyzed works of the researchers who studied various theoretical aspects in political culture, essence and types of social identification, features of cultural identity and their levels, official documents of public authorities on national policy and state-building. Based on the universal and specific scientific research methods the author developed methodological guidelines regarding organization and improvement education aimed at the development of political and cultural identity. Results: political and cultural identity is a meaningful link in social identification. Its maintaining and developing promote society integration based on common traditional cultural, political values of justice, humanity, interethnic tolerance, and constructive political interaction. Political and cultural identity development demands dynamic government regulation. By the conceptual foundations of the policy have been formed aimed at ensuring socio-political unity. Education are given a significant role. Educational standards need management of their use within both learning and educational process. Discussion and Conclusions: the nature of the education in the Ministry of Internal Affairs is dependent on the specifics of professional training students and cadets and requirements for future police officers. This determines the peculiarities of educational and training methods in the Ministry. The following are the important tasks: shaping state and legal attitude, skills to provide socio-legal services to the population. Besides due to the growing numbers of political offences the task of political literacy in police officers takes a special emphasize. Cadets and students’ policy and cultural identity development is implemented through both educational and extracurricular activities. The management of the educational work demands multiple-element methods, combination of frontal and personal forms of interaction. Education aimed at behavioural skills in cadets and students becomes very critical.
