Improvement of management of social and economic potential in the situation of decentralization has lacked the attention of the native economic theory and practice concentrated at that time on designing practical recommendations concerning regional production and resources management were priority areas. Historically developed heterogeneity of the country' s area influences the state' s functioning; strategy and structure of institutional changes. Thus, equalization of the levels of Russian regions' social and economic development and financial state is one of the main economic objectives.
