Development of the heat supply market in Saint-Petersburg

The existing heat supply system in a large city is the basic sphere of life support and the stable development of the city as a whole largely depends on the state of the heat supply market. At the same time, the heat supply market has various problems, including an increase in the level of accidents, losses of energy while transferring heat from generating devices to consumers, a mismatch between tariffs and the quality of services provided. To solve the problems in this sphere, it is proposed to take measures to optimize the market by closing a number of inefficient boiler houses, developing programs to reduce costs, creating a unified heat supply network organization and introducing a price zone on the territory of St. Petersburg with the transition to an alternative boiler house model.
