Development of rural territories on the basis of price regulation in an agro-cluster

The existing problems in rural areas are very similar in various regions of our country, for example, depopulation and abandoned lands, high unemployment rate, underdeveloped infrastructure, the problem in the organization of social and social and medical services to elderly people living in rural areas, especially in remote and sparsely populated villages. The idea that it is necessary to provide a higher level of development for rural areas is substantiated, which makes it necessary to develop mechanisms for the effective functioning of agricultural enterprises and clusters in rural areas, which are often perceived as drivers in improving the efficiency of economic activity and economic results, creating conditions for the development of the social sphere. The special strategic and social importance of the agricultural sector, controversial and insufficiently developed complex issues related to the development of rural areas prove the timeliness and relevance of research in this area. This article argues that the development of the agricultural sector will contribute to the development of rural areas by increasing the interest of agricultural producers on the basis of regulation of the price mechanism in the regional agro cluster. Based on the analysis of existing theoretical and methodological approaches to the development of rural areas, the author proposes a methodological approach and the author's price mechanism for the organization of intra-cluster relations of economic entities in the region, based on obtaining a synergetic effect - cluster rent and its proportional distribution between the participants of the agro cluster. In the presented price mechanism, a distinctive feature is the use of standard units of measurement in determining prices for products in the aggregate, taking into account its quality. An example of calculation of quality factors of raw materials for meat products is given, the procedure for calculating the value of the cluster rent and the share of involved participants in the production of finished products is presented. The recommendations and conclusions formulated in the article are the basis for the introduction of a more effective system of management of economic entities within the cluster formations through the use of the price mechanism and can create conditions for the development of individual areas of agricultural business, and for the development of rural areas as a whole. It is established that the development of an agro-cluster, which unites small and medium-sized agribusiness in the region, will contribute to the improvement of the level and quality of life of the rural population, the progressive development of rural areas. The developed author's mechanism will serve as a basis for further monitoring studies on the diagnosis of existing competition and the establishment of optimal prices, depending on the market structure, to maximize the efficiency of business structures in rural areas.
