The education system development and the status of university facilities and resources in the establishment of new Russia (in the 1990s)

The study shows the status of the facilities and resources of Russian higher educational institutions in the 1990s. Economic and political transformations in the country changed the budget law. However, the resulting imbalances in the economic support of the education system did not allow it to function properly. The growing budget deficit made universities face many surviving challenges. The availability and features of the educational process did not meet the demands of the individual and the state. The search for economic incentive mechanism was unsuccessful. Failure and delay in funding became the main destabilizing factor for education development. Despite the establishment of the regulatory framework of the budget law, the economic instability continued to persist. Underfunding problems hampered the solution of the educational tasks and led to further destruction of university facilities and resources. The education system required extrabudgetary funding to meet the contemporary development needs of the country.
