Developing the system of assessment of law enforcement officers’ professional competencies

Modernization of the system of professional training of the personnel for the internal affairs bodies is connected with moving to a new educational paradigm, namely competency-based approach. In modern conditions, the professional job performance assumes that the police officer’s competencies have formed. Their list and content are presented in the relevant normative documents concerning the professional training of law enforcement officers. One of the serious problems of the implementation of the competency-based approach is the lack of the developed procedures for diagnosing and controlling the results of the training and, as a consequence, the normatively fixed system of competencies assessment. To assess the formation of competencies, the complex polydisciplinary assignments imitating the elements of professional activity, “competency assessment of the student”, the rating system for assessing the level of the disciplines knowledge, the method of proved estimations are used in the modern educational process. However, within the framework of short-term training they may not always be applied for a number of reasons. Therefore, the Tyumen Advanced Training Institute of the Ministry of the Interior of the Russian Federation uses the practice-oriented (active) teaching methods which can simultaneously serve as the methods for assessing the formed competencies.
