Development of RF constituent entities' own legal regulation

Development of RF constituent entities' own legal regulation under the present-day conditions is shaped by multitude factors of the federal form of Russian government. The federal legislature should become a stable basis for lawmaking activity of the constituent entities of the Federation. It is to provide the unity of the county's legal system in whole, to create a basis for enforcement of rights and freedoms provided by the Constitution. Normative legal acts of the constituent entities of the federation should take into account social and economic, climatic and natural peculiarities of their areas, work for the improving of social and legal protection level of the population, to determine the priorities of certain types of public relations. As a part of federal system the legislature of constituent entities of the federation should aim to solve problems of regional character. This can be achieved through constituent entities of federation, performing legal regulation only of the subjects of their competence and concretising the federal normative acts on the subjects of their joint competence.
