The validity of social provision is one of the key conditions for the effective functioning of the social security system. This means that social risk and its negative consequences must be properly proven. On the example of a certificate of incapacity for work, the development of the legislator's approaches to confirming the development of the corresponding social risk is demonstrated - from certification of disability (at the beginning of the 20th century) to an electronic certificate of incapacity for work - a new basis for establishing benefits due to the development of digital technologies and information systems.
