Transport and logistics systems development under international integration conditions

Transport logistics is not only one of the largest branches of the national economy of Russia, but also a strategic component of the production and social infrastructure. The implementation of the economic growth of the Russian Federation depends on the effective development of the transport system, therefore, the study of issues and problems of the development of transport logistics at the federal and regional levels is a topical issue aimed at the creation and effective functioning of a single transport space. Russia's unique geographic location, namely the presence of a network of international transport links, makes it possible to use the potential opportunities for building transport corridors and reducing bottlenecks in the logistics component by states. The development of transport logistics in Russia will make it possible to optimize cargo transportation, increase the transit of goods, and optimize the functioning of logistics corridors on the Eurasian continent. In the structure of transportation, the main share is occupied by container shipping of small and large cabotage. In modern economic realities, the logistical factor is prevalent in foreign world trade, so a change in the trajectory of cargo flows will lead to the formation of new continental routes and a reduction in sea freight. Until recently, the price advantage of maritime transport is gradually losing its absolute priority, which is facilitated by the trend of optimizing the level of reserves, requirements for the transportation of goods and the dynamic growth of alternative transport corridors. In connection with the growth of transport tariffs in recent years, there have been certain restrictions on transport and economic relations. Due to the high transport component, the competitiveness of domestic products is reduced not only in the external, but also in the domestic market. The weakening of ties between the regions of the Russian Federation undermines its unity and reduces the economic security of the country. The problem, according to the author, is still the improvement of the legal framework for the transport system and the market for transport services, including the creation of a legal framework that regulates the quality of transport services; support for the mobilization preparation of transport organizations and the fulfillment of their military transport duties; development of public-private partnership mechanisms that ensure a clear legislative distribution of rights, responsibilities and risks between the state and the investor, as well as the identification of priority areas for the application of these mechanisms in transport.
