Investigated the preconditions of appearance housing savings cooperatives in the Russian Federation, analyzed the housing situation in the Russian Federation. There were presented the results of the housing saving cooperative "JBK-1" in the Belgorod region, analyzed the results of housing savings cooperatives and compared with mortgage lending. Conclusions were drawn about the benefits of the participation at housing savings cooperatives for the population and the state.
