The article examines the domestic policy of the Soviet state in the sphere of freedom of conscience at the turn of the 1950s and 1960s. It also considers the process and results of implementation of the organizational aspects connected with the opposition between ROC and the Soviet state during the abovementioned period. The author studies the tactics of Soviet officials from the Council of the Russian Orthodox Church in the USSR on the aspect under consideration. He shows the leading role of the local council on the example of the dissolution of Ulyanovsk-Melekess eparchy in 1959.
