Spiritual culture throughout the history of mankind was considered the highest value, as well as the object of special social attention. The object of attention of the researcher was the implementation of party-state policy in the field of culture and art on the example of library work in the Ulyanovsk region during the USSR. The article considers historical documents characterizing the formation and implementation of the state cultural policy in the Ulyanovsk region. The relevance of studying the problem of interaction between the state and culture is dictated by the need to rethink many pages of Russian history, as well as the political interests of today, when public and state structures are in sharp polemics on the issue of creating an effective mechanism for managing various spheres of the country's life, including culture. The study used a cognitive and historical approach. The author used the method of historical analysis, comparative, structural and functional analysis. The empirical base of the research is constituted by regulatory documents of the USSR period from the electronic regulatory framework; documents from the funds of the State Archive of the Latest History of the Ulyanovsk Region, reflecting the implementation of party-state policy in the field of cultural construction, the establishment and development of cultural institutions, as well as creative groups.
