Implementation of applied science projects as a means of developing professional competence of educators

The article describes the features of implementing innovation projects of Department of Management, Economics and Law in the Chelyabinsk Institute of Retraining and Improvement of Professional Skill of Educators. On the basis of analysis of existing legislative norms to innovative activities the author considers as innovative projects the applied science projects implemented in the educational institutions of Chelyabinsk region. The article focuses on the continuity of innovation projects implemented by Chelyabinsk Institute of Retraining and Improvement of Professional Skill of Educators in the context of Federal Targeted Program for the Development of Education in 2011-2013. The article presents model for implementing applied science projects including target, substantive and organizational components. The article describes personnel, motivational, organizational and informational conditions of implementing applied science projects. Special attention is paid to effects achieved in the process of implementing applied science projects at various levels: the level of project participants, educational organizations, department, the Institute. The main idea of the article is that implementing innovation projects contributes directly to the development of professional competence of project participants.
