Public opinion in Finland on the reform of the Finnish higher school

The article examines the reform of Finland's higher school,started in 2010, when a new law on higher education wasadopted, and not completed up-to-date. Public opinion, withthe exception of the leadership of universities and stateofficials, evaluates the results of the reform mainly negatively.In the polls, a deficit of university democracy, an intensifiedbureaucracy, a gradual loss of the prestige of the universitysystem in society, a reduction in budgetary funding, andcontinuing massive staff reductions are mainly mentioned tocharacterize the reform. The effectiveness of the new systemhas no objective evidence, and the relatively high level ofFinnish higher education and university-based scientificresearch on a global scale can be attributed to theaccumulated competence capital in the past.
