Local government reform in the system of democratic transformation of Russia

The article discusses the role and place of local government as one of the institutions that influence the process of democratic transformation of Russia through the development of the principle of self-organization of the population at the municipal level. The authors observe the degree of its involvement in resolving issues of local significance independently and under its own responsibility.
