В статье представлен анализ реализации реформы местного самоуправления (МСУ) в регионах Сибири, связанной с принятием нового федерального закона от 20.03.2025 N 33-ФЗ «Об общих принципах организации местного самоуправления в единой системе публичной власти». К ключевым проблемам в реализации реформы местного самоуправления отнесены: выбор на региональном уровне модели местного самоуправления, разграничение полномочий органов государственной власти и местного самоуправления, функциональные основы организации местного самоуправления, экономическая основа местного самоуправления и порядок вступления в силу федерального закона.

Local Government Reform: Regional Realities and Prospects
The article presents an analysis of the implementation of the reform of local self-government in the regions of Siberia related to the adoption of the new Federal Law No. 33-FZ dated 03.20.2025 «On the General Principles of the Organization of Local Self-government in the Unified System of Public Authority». The key problems in the implementation of local government reform are the choice of a model of local government at the regional level; the separation of powers between state authorities and local governments; the functional foundations of local government; the economic basis of local government and the procedure for the entry into force of the Federal Law. The study of the essence, content, specifics and organization of local self-government is becoming particularly relevant, especially taking into account the uniqueness and heterogeneity of the subjects of the Russian Federation. During the new stage of local government reform in Russia, there has been a political and doctrinal shift in understanding the nature and essence of local government. A new reality is being formed in state and municipal government, where the classical public model of local self-government is increasingly acquiring the features of the state (German) concept of local self-government.
