Reform of the Ministry of Internal Affairs: police or milicia?

A panel discussion on the federal Bill on the Police was lead in the Urals Institute of Economics, Management and Law on 10 September,2010. The Bill aroused a heating discussion among the participants of the panel. The suggested article is a continuation of the discussion and to some extent is an invitation to further wide debate of the topic on the pages of Vestnik.
