Reformation of the public procurement system in Russia

The article discusses the reform of the public procurement institution as a part of the nationwide administrative reform. Improvement of the procurement system plays a significant role in the budgeting process. It has been found that today the most common methods of procurement are: electronic auction, request for quotations, and purchase from a sole supplier. The article discusses the main problems of the procurement system in Tikhoretsk district. The authors propose to create the mechanisms of contract system control, which can evaluate if the system providing the state needs is efficient, and work on its improvement.
