The article provides an analysis of the demographic, family and gender state policies towards family as the integrated system of principles and actions aimed at improving the conditions and the quality of life of Russian families, as well as raising the status of women and men. It emphasizes that the lack of unified system of methodological support of management and coordination is a limiting factor in development of the institution of family and society as a whole. Analysis of scientific literature shows lack of a common approach to interpretation of the institution of family. Attention is drawn to the difference between such definitions as demographic policy, family policy, gender policy. There are analyzed different principles of political regulation of the institution of family. The authors stress that the social problems of family are concentrated in the system of interaction, its specifics that determine the social situation of individual or family. This interaction involves not only separate individuals or families and groups (in other words, "the institution of family"), but other formal and informal social institutions, educational, medical, social services, bodies of law enforcement, guardianship, protection of motherhood and childhood, economic entities, political parties, groups. The substantial characteristic of modern directions of the state family policy needs to be significantly expanded, and the legal regulation should be based on a common methodological and conceptual approach to contemporary family relationships. There is the need for a unified strategy of the state demographic, family and gender policy aimed primarily at improving the material situation of Russian family and its social well-being.
