The author analyzes the practice of challenging the results of the cadastral value of the property. On the example of the Central Black Earth regions proves that there is a relationship between socio-economic development and regional policy in the field of contesting the cadastral value. We propose a forecasting tool of regional policy in the field to contest the results of cadastral valuation of real estate based on the dynamics of the development of the regions.
