Regional system for monitoring the condition and efficiency of the education system (experience of the Perm region)

The article analyzes the experience of the Perm region in the formation and development of a regional system for monitoring the condition, development and effectiveness of the general education system. The methodological basis of the work is the institutional paradigm as one of the areas of sociology of management. The relevance of the topic is justified by a set of reasons related to the development of management theories and practices, improvement of technological conditions, including information and telecommunications, as well as modern trends in the development of education as an important subsystem of Russian society. The article describes the key areas for monitoring the conditions and results of educational activities of general education organizations in the Perm region. The empirical basis of the article is two monitoring studies carried out by the Institute for Educational Development of the Perm Territory as part of the implementation of federal and regional programs: an independent assessment of the quality of the conditions for carrying out educational activities and regional monitoring of the level of readiness of primary school students for professional self-determination. Based on the analysis of the results and dynamics of the selected diagnostic procedures, the author concludes that there is a significant need and significance for the integration of existing monitoring tools for a comprehensive characterization of the state and efficiency of the education system at the regional, municipal and organizational levels.
