Regional legislation in the field of traditional fishing in post-Soviet Russia: main development trends

Traditional fishing occupies an important place in the culture of the indigenous peoples of the North, Siberia and the Far East. Its significance is determined both by sociocultural factors and the importance of aquatic biological resources in the food culture of aboriginal ethnic groups. Geographically, the study covers the northern regions of the country, where indigenous peoples live and where traditional fishing today contributes to the regional economy. The authors note that prior to the adoption of the federal law “On Fishing and the Conservation of Aquatic Biological Resources”, the relevant local normative acts played a significant role in regulating relations in fisheries in the federal subjects of Russia. The regional legislation is analyzed, that enshrines a list of guarantees for indigenous peoples regarding fishing, the subjects and terms of reference of regional state authorities and local self-government in this area are determined. The transformation of regional legislation in fisheries after 2004 has been studied. It is noted that preferences and guarantees for indigenous peoples in the field of fishing, previously enshrined in regional acts, contributed to strengthening the status of indigenous ethnic groups as subjects of relations in fisheries.
