Regional political elites: functioning features in resource-type regions of the Russian Federation

The aim of the article is to analyze the functioning features of the regional political elite in resource-type regions. The scientific novelty of the research project lies in the complexity of the subject of the study, which connects the problems of regional development with the problems of regional government activities and its social foundations. Based on the analysis of latent structures, the authors propose a model for implementing regional policy. In addition, the authors' interdisciplinary approach, which combines elements of neoinstitutionalism, transitology, constructivism, network approach, as well as the possibility of combining various theoretical approaches and applied research methods, contains a certain novelty. The study uses methods of in-depth interviews with representatives of the regional elite, an expert survey of 10 Russian political scientists, and secondary analysis. The authors propose a new look at the problems of functioning of regional elites, taking into account the characteristics of resource-type regions.
