Regional practices of public administration of infrastructure support for NPOs (based on materials from the regions of the Northwestern Federal District)

This article examines regional models of government management in the infrastructure support of socially oriented non-profit organizations (SONPOs), using the case of the Northwestern Federal District(NWFD) of Russia. Three key models are identified and characterized: centralized, decentralized, and mixed, each differing in the degree of involvement of state structures and non-state actors in infrastructure support processes. The study analyzes the implementation tools of these models, including grant support systems and the establishment of resource centers. It is established that the mixed model, incorporating elements of a unified grant operator, is the most relevant for regional governance practices, as it ensures a balance between stateregulation and civil society initiatives, integrating financial support with infrastructure functions. This model not only enables centralized resource distribution but also facilitates the development of a comprehensive support system for SONPOs, encompassing advisory, educational, and methodological assistance.
