The article focuses on regional development priorities in the context of national goals approved by the Decree of the President of the Russian Federation and in accordance to modern constitutional amendments. The author proves the special importance of the principle of constitutionalism, which allows an objective analysis of the legal regulation of economic, social, and cultural relations at the regional and local levels. The management of social and territorial development, including legislative and organizational measures for the further improvement of human capital and the regional economy, achieving a quality of the living environment is of great importance for the regional authorities. The author substantiates the necessity of competent use of the resources available in the regions and the constant interaction of the government and society in achieving social well-being at the local level, which generally corresponds to the implementation of the national goals of the development of the Russian statehood.
