Regional problems of regulatory regulation and infrastructural implementation of recycling in the Karachay-Cherkess Republic

The article is devoted to the analysis of institutional and territorial limitations of the development of recycling systems in the Karachay-Cherkess Republic. Regulatory deficits have been identified, including the lack of differentiation of waste streams in the regional scheme and the weak implementation of the extended responsibility principle. It is established that the features of the mountainous terrain and spatial dispersion of settlements prevent the use of centralized processing models. To solve this problem, it is necessary to introduce mobile sorting stations, form three regional clusters and gradually institutionalize the mechanism of extended producer responsibility.
