Regional prophylactic programs as a tool of social management of public health

In the modern Russia, the regional programs solve a number of tasks on public health care. By case study of the regional model of iodine deficiency prevention, the article considers the legal regulations, the system of implementation and control of prophylactic programs. The current legal framework in practice establishes a model of voluntary mass prevention of iodine deficiency disorders. It is noted that the observed insufficient effectiveness of existing regional mass prevention programs is associated with the principle of voluntary participation and the need to develop health-behaviour and personal responsibility.
