Regional aspect of comprehensive assessment of investment projects

Modern scientific literature, both in Russia and abroad, contains many studies devoted to assessing the effectiveness of regional investment policy. These works mainly focus on studying investment potential, analyzing the risks of investment projects and assessing the conditions for investment in various regions. However, there is a lack of attention to institutional factors that form the conditions for investment activity and are the basis for its implementation. In the Russian Federation, the government took a number of measures in 2015 and 2019 aimed at improving the investment climate and economic development of regions. This includes creating a level playing field across the country by introducing management principles and standards, such as the Government Environmental Performance Standards (Regional Investment Standards) that promote social organization and respect for investment. However, the implementation of these standards in various cities and regions since 2015 requires the active participation of local authorities. The diversity of management approaches and the specificity of regional conditions create a unique operating environment in each region. The purpose of this study is to conduct a comparative analysis of investment regulation in the Arctic region of Russia, taking into account its importance for the economic development of the country and ensuring national security.
