The regional labour market: the formation and public administration instruments

In this article, the authors make an attempt on the one hand, to complement the theoretical and methodological basis for the study of the essential characteristics of the regional labour market, on the other, to describe the priorities of the state policy on the labour market of the territorial subjects of the Russian Federation. The key aspects of the public service development of the population employment in the Russian Federation are discussed. The authors outline the elements of the state policy ’s main directions in the field of intensification of incentive regulation instruments of the national labour market. They have established a pattern of growth of multifunctional employment policy. The special attention is given to the author''s distinction between broad and narrow definitions of the regional labour market, the dialectical opposition of the state function on assistance and creation of employment, which is the basis for developing a set of recommendations for strengthening territorial specified measures of the active policy on the labour market.
