Innovative processes in the region depend on the development of higher systems. At the regional level, both territorial and federal governments carry out the regulation. Each of the parties affects the intensification of the particular innovative units of the real sector of the economy with setting a number of institutions, techniques and tools. Federal Government creates a legal framework, which establishes "rules of the game" for the participants of the innovation process. Local authorities operate with economic and organizational tools. Thus, one of the objectives of the state governments is the choice of methods of influence the level of innovative development. Moreover, an important aspect is assessment of efficiency of the measures taken. The complexity of the regulation evaluation is provided by the ambiguity and multi-parameter criteria, characteristics and conditions of regional innovative development, and possible correlation between the decisions taken and the results of innovative development of the region.
