Regulation of innovative systems of national, local and clusters' territory

The article presents the theoretical analysis of the specific features of clusters and their evolution, as well as the Chinese and Russian experience in developing regulatory systems of territories encouraging the R&D and innovative activities. The paper analyzes the efficient coordination of the local infrastructure for the innovation growth in the framework of clustering and territorial rapprochement of value creation chains and R&D, as well as the academic education as an optimal form of integration of professional competences training. The China plan of the national development takes into account the challenges of the digital and cyber-economy, and describes the targeted areas of the universities and scientific institutes'' expansion and deepening.
