Regulation of the family institution in Belarus: status and ways of improvement

The relevance of the study is determined by the need to find opportunities to strengthen the institution of the family through state regulation. Over the past few decades, the Belarusian family has been undergoing transformations, connected with economic and social changes. From the traditional patriarchal model, the family is shifting to more modern, flexible and equitable forms, adapting to new living conditions. The demographic situation demographic situation remains difficult, which reinforces the need to update measures and instruments of state regulation. After the collapse of the Soviet Union, Belarus has been building a foundation for demographic and social management, which is the basis of modern policy aimed at improving the quality of life, which is the basis of modern policy aimed at improving the quality of life of families. The aim is to analyze the system of economic and legal regulation of the family institution in the Republic of Belarus and to determine the directions of its improvement. The scientific novelty of the research consists in the synthesis of the analysis of legislative acts and conceptual provisions regarding the organization and regulation of the process of impact on the family institution. It has been established that, given the existing socio-demographic problems, in the Republic of Belarus the family as a whole is not defined as an object of state regulation, which makes it difficult to assess the effectiveness of the existing rather broad package of family support measures. The dissolution of the family in demographic and social policy further aggravates the situation with monitoring the state of economic and legal regulation of the most important social institution. The results of the study have shown that in the Republic of Belarus there is an opportunity to raise the legal status of the family and to separate family policy into a separate block of socio-economic regulation. The theoretical model and the draft structure of the state program “Family and fertility” are proposed as a direction of improvement of the economic and legal mechanism of regulation of the family institution.
