Regulation of the international service market: review and analysis of exceptions to the WTO obligations

This article presents the analysis of exceptions to the services obligations in the WTO, provides their classification and description. The permitted exceptions can be divided into three groups: general exceptions, security exceptions, and exceptions to secure the balance of payments of a WTO member-state. This article focuses mainly on contradictions in the practice of enforcement of these exceptions, because any exception to the general regulation is often attributed to the certain flexibility of the basic rules in terms of international trade practices.
