The modern provision of development of the consumer market is defined by a population consumption level which depends on level of consumer expectation and its solvency. Ability of the population to acquire goods is defined by the nominal and real average per capita income. Increase of management efficiency by the consumer market of the region gains the special importance in the conditions of decentralization and democratization of public administration by economy. Development of a regional control system by the consumer market provides its effective regulation in the conditions of decentralization and democratization of administrative functions, fast transformation of the market as object of management.
