This article discusses the need to regulate the regional consumer market, caused by a high degree of differentiation of its development, which involves the development of various methods to increase the level of consumer activity. The disproportions, which exist in the economic development of problem municipalities in the Moscow region, are determined. Negative trends, which affect the development of the regional consumer market of goods and services, are revealed. The authors give the recommendations, which are based on problem-oriented approach depending on the specifics of the economics of a particular territory on regulation of the consumer market of municipalities in the Moscow region. The essence of the problem-oriented approach to the regulation of regional consumer markets is considered. The degree of regulation of territorial consumer markets is substantiated. The authors propose an algorithm and a method of developing recommendations for the regulation of local consumer markets of the Moscow region. The method of step-by-step regulation is proposed, which will allow assessing the state of municipal consumer markets through municipal monitoring and adjusting the indicators of its development using the basic forms of data synthesis.
