Ranking of inclusive development of macroregions of the Russian Federation

Modern mechanisms of development management which are capable to overcome the global risks the humanity is facing must be of systematic nature and pay equal attention to the interconnected and interdependent economic, social and environmental components. In global practice, solution of the modern economy dynamics is connected with the concepts of sustainable development and inclusive growth. The world community is moving away from narrow economically-oriented indicators of assessing the national economies’ competitiveness and from quantitative, extensive growth characteristics to qualitative, intensive indicators. For the last 5 years, a number of new integrated indicators of development assessment have been analyzed by the world organizations. Among them is The Inclusive Development Index. Despite its obvious advantages, including the problems of proportionality and development balance, ecological and social components, it is not without shortcomings. Because it does not take into account the regional differentiation of national economies. The elaborated method of ranking the inclusiveness development of the constituent entities of the Russian Federation is based on temporal and spatial multidimensional comparisons and includes a system of 12 indicators reflecting the economic, environmental and social regions development. The conducted statistical analysis showed that the leaders in the inclusiveness of development are the North-Western Federal District and the Central Federal District. Negative five-year trends in the changes of social and environmental component of development inclusiveness, together with the growth of the regional differentiation level, do not allow concluding that the development of the Russian Federation is sustainable and inclusive.
