Physical aspects and mathematical kinematics models of reference (frame) system motion are considered that observer processes realized and physical interpretation of measurement results introduced. Physical and mathematical peculiarities of correct relativistic effect description in different models of reference systems are discussed and the necessity of consideration of it in models of control objects as spacecraft for applications in solutions of relativistic celestial mechanics of the Solar system is discussed. As particular case, relativistic effects of Thomas-Fokker precision and Wigner rotation are described; the physical meaning of the difference between these two effects is discussed.
