Solving the problem of blocking foreign financial assets of Russian investors

The article addresses the problem of blocking foreign financial assets of Russian investors. The sanctions imposed from 2014 to the present against the Russian financial sector, which affected investors, are considered in detail. The classification of these sanctions is carried out. The authors analyze steps taken by the National Settlement Depository and the St. Petersburg Stock Exchange to unlock foreign assets of Russian investors, which helped to unblocking of 10% of assets. The article proposes measures to unblock the remaining part of the Russian investors’ foreign assets.
