The article considers policing and law enforcement actions of the Finish and Russian law enforcement bodies ensuring human and civil rights. To reveal characteristic features of the two systems the main principles distinguishing one system from the other are studied. In-depth research of the positive experience of the systems helped to reveal legislative gaps in the current legislation of the Russian Federation. This deficiency in the law has negative influence on the reformation process of the Russian law enforcement system as a whole. The effectiveness of cooperation between Finish law enforcement agency and citizens of Finland was a research objective of the study. Based on the obtained results an attempt was made to reveal the major sore points of organization and actions of the Russian law enforcement body.
