Restructuring day-time general educational institutions in the Krasnoyarsk region in 1990-2012

Changing the educational network is an integral part of educational reforms aimed at optimizing budget expenditures and improving the availability of quality education. At the same time, one of the main ways of these changes is the enlargement of educational organizations, the creation of branches. As part of the consolidation, the tasks of improving the resource endowment of an educational organization, improving the quality of education and the efficiency of spending the consolidated budget are usually solved. The purpose of the study is to determine the features of the reorganization of schools in the Krasnoyarsk Region. The object of the study is the system of general education of the Krasnoyarsk Region from 1990 to 2012. The subject of the analysis is the reasons, rates and results of the optimization of the educational network during this period. Special historical methods are used: historical-genetic and historical-dynamic. As a result of the analysis, it was concluded that the reduction in the network of educational organizations in the Krasnoyarsk Region was carried out on the basis of demographic (reduction in the number of the population of the corresponding age in the municipality) and economic factors, and was mainly carried out at the expense of rural schools. School enrollment did not decreased, but the average number of urban and rural schools increased. The increase in the size of the age cohort from 6,5 to 17 years in urban areas since the early 2010s was not accompanied by an increase in the number of general education organizations in cities and urban-type settlements, which led to a decrease in the proportion of first-shift students.
