Resource Base for Agricultural Development: Potential of Volgograd Region

The new economic reality sharpened key issues of agricultural development, increasing the volume of domestic agricultural products, increasing their competitiveness in domestic and foreign markets, and strengthening technological sovereignty. The formation and efficient use of the industry’s resource base and a balanced combination and interaction of its components are prerequisites for the solution of these tasks. The article presents an analysis and assessment of the current state of some components of the resource base for agricultural development. The conducted research has shown that the Volgograd Region has a significant resource potential for the solution of these tasks: agricultural land is growing, targeted training of specialists is being carried out, personnel is being strengthened, supporting industry projects were launched, financial support for priority areas of the industry is increasing, and new financial support measures are being implemented. It is concluded that it is necessary to improve measures continuously to support the components of the resource base, modernize and increase their potential. Despite the positive developments in the agricultural sector, there is a targeted nature to the problems. The issues of low incomes of farmers, decrease in the working-age population, underdevelopment of equipment, import dependence in some areas, and others remain unresolved. The importance of financial resources as the main tool for stabilization of activities of agricultural producers is shown. The main areas of financial support for farmers in the Volgograd Region in 2025 are systematized.
