The agro-food system resource-targeted management

One of the primary socio-economic tasks of any state is to organize the effective development of the agro-food system in the regions, which creates the prerequisites for ensuring food security throughout the country. Increasing competition for limited resources against the backdrop of ongoing geopolitical, socio-economic, geoclimatic and other transformations requires the formation of an effective model for managing the agro-food system. In this regard, the issues of substantiation and practical application of relevant management concepts, one of which is the concept of resource-target management, require special attention. This concept is designed to build an effective model for managing the agro-food system in the regions. Resource-target management makes it possible to rationally link the goals of the functioning of the agro-food system with the resources available to it and thereby increase the efficiency of its development. The paper presents the substantiation of the conceptual model of resource-targeted management of the agrofood system. The resource potential of the agro-food system is defined as the hypothetically and empirically possible productivity of agro-climatic conditions and economic resources of the territory for food production. The concept of resource-target management of the agro-food system is based on a theoretical and methodological module, a development module, an implementation module, an analytical monitoring and control module, and an adapted management module. The proposed conceptual model of resourcetargeted management of the agro-food system will allow the regions to optimize the possibilities of maximizing the achievement of goals with available resources. This must be taken into account when managing subsystems united by a common goal. The use by state and municipal authorities of the concept of resource-target management as an unconditional unity of resources and goals will significantly increase the efficiency of the development of the agro-food system of the region and will contribute to ensuring national food security.
