Resource constraints and development opportunities for creative industries: results of focus group analysis

The paper examines resource constraints and opportunities for the development of creative industries in a regional context. The section analyzing publications on the research topic reveals approaches to understanding the relationship between resources, assets, and capital. A classification of resources and capital is presented. The significance of certain types of capital for creative industries is identified. The choice of resources used in the focus group survey is justified, based on the research of V. V. Radaev and V. A. Anikin. Based on a focus group study conducted with representatives of the creative industries in the Kaliningrad region, resources with full access, no access, and limited access are identified. The results show that the most accessible resources are membership in professional communities, participation in competitions, and professional development. This is facilitated by digitalization and existing professional platforms. At the same time, significant limitations were identified in access to qualified personnel, interaction with state institutions, grants, tax incentives, media coverage, and specialized premises. These limitations are related to a lack of financial, institutional, and infrastructure resources, bureaucracy, and regional remoteness. The data obtained made it possible to systematize the main challenges and identify areas of support for creative industries at the regional policy level. The practical significance of the study lies in the possibility of applying its conclusions when developing resource provision strategies. It also helps to form mechanisms for the sustainable development of the creative sector in the Kaliningrad region.
