The author examines chronologically the historical development of the prevention of offenses of underaged persons in the USSR. It was concluded that bodies and institutions of the juvenile delinquency prevention system covered almost all spheres of activity of young people in the Soviet Union: pedagogic, educational, professional, ideological, moral, ethical, cultural, sports, recreational, patriotic, informational, legal, corporate and control. The positive experience of the Soviet period after the Great Patriotic War (in terms of universal and comprehensive coverage of all public relations connected with prevention of juvenile delinquency) is proposed to be used in modern activities for prevention of administrative delinquency and juvenile crimes.
