Retrospective Analysis of Human Resource Dynamics in a Defense Industry Project Organization

This paper presents a retrospective systems analysis of the human resource situation in a typical large-scale project-oriented organization within the defense-industrial complex, specializing in research and development activities under the state defense procurement program. In contrast to the majority of studies assessing human resources in high-tech enterprises – most of which rely primarily on expert assessments and sociological surveys – this study is based on objective statistical data collected over the period from 2009 to 2021. Several identified patterns and correlations are examined with respect to their potential applicability to other engineering project organizations in the sector. Particular attention is paid to the status of engineering and technical personnel, including aspects of remuneration, project team structure, age distribution, and staff turnover. The study analyzes internal labor resource allocation and identifies trends affecting project performance. Based on the conducted research, recommendations for improving personnel policy were formulated. The results contribute to the theoretical foundations of organizing design and development activities in high-tech engineering enterprises.
