A.M. Novikov's role in development of the theory and methodologies of professional education

In article the author analyzes views of the academician of Russian joint stock company A.M. Novikov of development of professional education in modern world and domestic educational space. The author especially distinguishes Alexander Mikhaylovich's ideas about three-level model of distribution of professional educational programs between federal, regional, municipal educational institutions, and also importance of the system theory of development of professional education developed by the scientist on the foreseeable future is emphasized.
