Role of certification in the modern personnel management of the customs authorities

In the framework of the structural reform of the customs authorities, special attention should be paid to issues of effective work with staff. The various personnel assessment and certification methods used by personnel services are aimed at determining the quality characteristics of customs personnel. The article substantiates the need for systematic use in personnel work not only of traditional forecasting and planning methods, but also of innovative technologies aimed at increasing the potential of customs personnel. However, the attitude to the personnel service as an auxiliary unit reduces the motivation of employees of personnel departments and negatively affects the updating of the personnel certification system. It is shown that certification is an important duty of customs officials, enshrined in federal law. However, certification methods must be constantly changed, in accordance with the new realities of the customs system. The ability to identify criteria that are necessary for customs officers or, conversely, are extremely undesirable at the moment, can provide a competency-based approach. The analysis of the regulatory framework showed that the competency models available in the scientific field require improvements before they can be introduced into the practice of customs management. But in the future they will make it possible to optimize the processes of personnel work in the customs authorities.
