The role of the Bank of Russia in legal regulation issuance and circulation of digital financial assets

At the beginning of 2022, the Bank of Russia included several organizations in the register of information system operators issuing digital financial assets. This can be considered a starting point in the practical application of the norms of legislation regulating the sphere of issuance and circulation of digital financial assets. The subject of this article is the study of the role of the Bank of Russia in the legal regulation of the issuance and circulation of digital financial assets. Analysis of the legislation regulating the participation of the Bank of Russia in the process of controlling, regulating the issuance and circulation of digital financial assets in order to understand its role as a mega-regulator and further trends in strengthening the influence of the Bank of Russia on the digital financial assets market. The result of the study was an understanding of the sufficiency of legislative regulation of the participation of the Bank of Russia in controlling the issuance and circulation of digital financial assets and the insufficiency of scientific justification for attributing the sphere of digital financial assets to the concept of financial markets.
