The role of the state in the development of industrial clusters: foreign and Russian experience

The article is devoted to the analysis of the international experience of using the cluster concept of the development of territories and the economy as a whole by the state. The ways of stimulating the formation of clusters by the state taking into account market conditions are investigated. The aim of the work is to determine the optimal approach to the development of cluster policy of the state in comparison with industrial policy. Cluster formats such as science city and special economic zones were studied. The conclusion is made about the need for state support only of cluster entities verified by the market.
